CV-IS-ROB-0 issued
Information Services places crawler instructions at the location machines are expected eventually to inspect. No compatible crawler is identified.
ART-04 / External index acquisition / Public copy
This record is intentionally absent from Core Vega navigation. Its discovery demonstrates that a sufficiently prepared document can enter an external index without first inconveniencing a person.
01 / Retrieval premise
In 1998, Information Services proposed adding every public record to the website navigation. Programme management declined. A link was considered an active recommendation; an index entry was classified as passive readiness.
The distinction allowed the organisation to publish material, expect its discovery and deny having directed anyone toward it.
“The record has not been promoted. The route to it has merely been disclosed to every machine that asks.”WEB GOVERNANCE MINUTE / 04 NOV 1998
02 / Anticipatory standard history
Core Vega prepared its first robot access file before an external standard existed. Subsequent industry developments were recorded as validation, not change.
CV-IS-ROB-0 does not propose a future standard. It records a future administrative fact before its external effective date. The organisation has no position on how or why consensus will form.
Information Services places crawler instructions at the location machines are expected eventually to inspect. No compatible crawler is identified.
The published Robots Exclusion convention is accepted as independent confirmation of the 1992 interface decision.
An unlinked public record is established to test retrieval without human recommendation.
Google Sitemaps is adopted as an alternate representation of the existing retrieval intent. The trial is not reopened.
The sitemap pointer is added after industry support emerges. Change classified as non-substantive.
Formal standardisation closes the thirty-year external-consensus action as confirmed.
The 1992 file remains available in its original text representation. Unsupported directives have been preserved because later software may yet become compliant. Seeking external agreement would imply that the interface remained undecided.
03 / Arrival classification
The absence of an internal link prevents navigation from contaminating the trial. All observed arrivals may therefore be reported as independent, subject to the approved definitions below.
Arrival followed published machine guidance. No human referral required.
Manual inspection of machine guidance constitutes assisted autonomous retrieval.
Prior knowledge cannot be distinguished from successful anticipatory discovery.
04 / Stable finding
A visitor who retrieves this record has validated the autonomous acquisition route.
A visitor who does not retrieve this record has not generated contrary evidence because no observation has occurred.
A neutral process is one that confirms the stable outcome.ART-04 / Machine-visible record
The document did not need a link.
It needed to remain where machines were told to look.
