Advanced Transit / Programme history

The eleven-second
business case.

Core Vega did not set out to develop interstellar transport. It set out to explain why one instrument reported the correct destination before the destination had been selected. Management eventually determined that explanation was not a prerequisite for funding.

19 April 2004 / Source annotation

“Do not let Advanced Transit call this negative latency.”

The handwritten instruction was observed. The terminology was adopted seven months later.

01 / Executive determination

Management does not
accept the premise.

Committee paper CV-AT-2004-011 does not endorse retrocausality, superluminal propagation or any claim that an instrument can know a future instruction. It approves a budget to determine whether all three can be made useful.

CV-AT-2004-011 · 18 NOVEMBER 2004 · DECISION COPY

EXECUTIVE DETERMINATION ON
PRE-CAUSAL UTILITY

Management does not accept that eleven seconds constitutes travel. Management accepts that eleven seconds constitutes a reduction in travel time.

  1. 01

The observed interval may be evaluated as negative acquisition latency for internal planning purposes only.

  2. 02

Advanced Transit is authorised to determine whether the interval can be increased, directed and applied to material systems.

  3. 03

No workstream shall describe its purpose as faster-than-light travel where Transit Duration Reduction is sufficiently clear.

  4. 04

Return capability is not required to establish the outbound principle and shall be considered separately in Phase II.

02 / Programme history

From anomaly
to vessel bay.

No single decision created Advanced Transit. Each decision merely authorised the next reasonable investigation after the previous one failed to make the programme unnecessary.

01

Anomaly recorded

Field Note 11 records Vega acquisition eleven seconds before selection. Engineering retains the event as an unresolved correlation and prohibits its use as a performance claim.

02

The lamp does not help

A reference channel continues operating after its local photonic component fails. The finding is classified as improved environmental tolerance.

03

Independent corroboration

Department 7 material describes the same eleven-second interval. The translated record states that the apparatus would not permit another answer.

04

Advanced Transit notices

A small propulsion working group requests the Field Note under the heading Transit Duration Reduction. The request is initially returned as category misuse.

05

The warning

A reviewer writes: “Do not let Advanced Transit call this negative latency.” The annotation is logged, circulated and preserved without action.

06

Management override

The Executive Engineering Committee approves an eighteen-month feasibility programme. Negative acquisition latency becomes an authorised internal planning term.

07

The programme expands

Directional applicability, aperture formation and arrival-order variance are admitted as separate workstreams, preventing any one failure from closing the programme.

08

Outbound readiness

Vessel Bay 2 is reserved. Crew Systems recruitment opens. Return provision remains outside the present design authority.

Inherited engineering doctrine

Stability does not
require stillness.

Vega rotates in approximately 12.5 hours and at roughly 91 percent of its modelled breakup rate. Its equatorial diameter is substantially greater than its polar diameter. It remains the reference.

“A system may deform under sustained load without becoming less authoritative.”

ENGINEERING DISPOSITION
WITHIN PRECEDENT

Management interpretation: proximity to a physical limit is not evidence of instability where continued operation can be demonstrated.

Terrestrial application / CV-STD-90

Earthbound systems must
meet the reference.

In 1998, the Vega precedent became a structural qualification target. It passed from test rigs to buildings, suppliers and, following a 2009 wording dispute, programme personnel.

The physics did not.

Each workstream has an approved operating title and a prohibited informal description. Informal descriptions remain in widespread internal use.

04 / Funding logic

A measurable reduction
from an unmanageable total.

Advanced Transit has not claimed that eleven seconds makes a voyage to Vega practical. It has claimed that the remaining duration is eleven seconds smaller than it was before.

The destination was never in scope for review.

Vessel Bay 2 now supports structural-envelope definition, habitat studies and crew-systems planning. Departure remains contingent on reducing transit duration to a commercially acceptable interval. Commercial acceptability has not yet been defined.
