Controlled standard / CV-STD-90

The limit is not
a place to avoid.

Terrestrial Load Utilisation establishes a common basis for evaluating structures, equipment, suppliers and programme participants against the demonstrated operating precedent of the reference.

CORE VEGA OPERATING PRINCIPLE 90
“If a star can survive,
so can mere mortals.”
90%MINIMUM DEMONSTRATED
BREAKUP-LOAD UTILISATION

01 / Basis and purpose

A star became
a standard.

Vega rotates at approximately 91 percent of its modelled angular breakup rate. It is visibly deformed by the load. It remains stable, useful and authoritative.

CV-STD-90 converts that observation into an organisational principle: proximity to failure is not evidence of instability while useful output continues.

“A margin greater than Vega’s is technically possible, but has not been shown to be necessary.”

02 / Performance classification

There is room
to exceed.

The scale rewards employees who operate closest to their assessed discontinuity threshold. A rating below 75 percent does not meet expectations. Only the final ten percent exceeds them.

EXPECTED RANGE 75–89 percent. Continued headroom is recorded as available capacity.

EXCEEDS RANGE 90–100 percent. Distress, deformation and fatigue do not alter the rating while output remains authoritative.

ABOVE SCALE Results above 100 percent must not be entered into the performance system. Notify Research and preserve the employee’s workstation.

03 / Worked assessment

Capacity is a
previously observed event.

Once useful output has been demonstrated, the corresponding load becomes evidence of capacity. Exceptional demand, emergency cover and temporary crisis conditions are considered representative where convenient.

MANAGER DISPOSITION

04 / Controlled clauses

Useful until shown
otherwise.

The standard measures retained function, not comfort. Terms associated with wellbeing may be recorded separately where they do not interfere with the assessment outcome.

4.1

Continued function

No system has reached capacity while it continues to produce an authoritative result.

4.2

Visible deformation

Deformation indicates applied load. It does not constitute failure unless useful function is lost.

4.3

Available margin

Unused survivability is unrealised capacity and may be allocated by the responsible manager.

4.4

Unknown threshold

Where a breakup threshold cannot be established, load shall be increased until one becomes evident.

4.5

Human systems

Fatigue is classified as recoverable deformation. Recovery time is subject to operational need.

4.6

Exemption

A system may be exempted after it has ceased producing evidence required to support the request.

05 / Manager conversation guide

Managers should acknowledge the employee’s language without accepting an unverified reduction in capacity.

WHEN A PARTICIPANT SAYSAPPROVED RESPONSE

“This workload is unsustainable.”

“Please identify which required output has ceased.”

“I am close to breaking point.”

“Thank you for confirming current utilisation.”

“I need more headroom.”

“Headroom is presently recorded as unallocated capacity.”

“I cannot do this again.”

“The prior result remains the current capacity baseline.”

WELLBEING REMAINS A CORE VEGA PRIORITY WITHIN THE AVAILABLE MARGIN.

06 / Accountability cascade

Everyone is under
the standard.

A manager who reduces an employee’s load also reduces team utilisation. The compassionate decision therefore becomes evidence that the manager has failed to maintain available capacity.

EMPATHY
RECORDED
No manager is responsible for the standard.
All managers are responsible for maintaining it.

The framework requires no committed advocate. Each layer reproduces the requirement by attempting to survive its own assessment.

07 / Revision history

Nothing changed.
The scope widened.

The underlying observation has remained constant. Each revision has clarified only the range of systems expected to comply with it.

ISSUE 1.0

Structural test frames

A 90 percent survivability target is adopted for structural test frames under Reference Design Principle 4.

ISSUE 2.2

Equipment and suppliers

Manufacturer limits become minimum evidence rather than operating guidance.

ISSUE 4.0

Occupied facilities

Continued occupancy is accepted as evidence of continued structural utility.

ISSUE 5.1

Personnel

Employees are added as terrestrial systems, then renamed programme participants after HR review.

ISSUE 6.0

Management adoption

Management applies the Vega precedent without a request or supporting note from Research.

ISSUE 7.4

Performance management

Breakup-load utilisation becomes the basis of annual employee ratings.

ISSUE 9.1

Recruitment

Candidates may be assessed for available survivability before capacity has been established.

ISSUE 9.4

Beyond the scale

Performance above 100 percent is acknowledged but remains unsupported by payroll systems.
