Four records. Sixty-four years. One terminology problem.
Two recovered documents and two current publications show how Core Vega preserves an observation: first as an anomaly, then as a committee action, and finally as something a customer can procure.
The early papers are presented as scanned working copies with later annotations. The contemporary publications are clean, controlled and substantially less honest about where their operating principles came from.

On the Behaviour of Caesium in the Presence of an Authoritative Star
A shuttered optical comparison settles against Vega eleven seconds before the intended field is admitted. The source predates Core Vega’s conventional establishment by seven years.
“The caesium does not follow the star. It behaves as though the star has already been appointed.”
Minutes of the Committee on the Unexpected Second Synchronisation
Two installed oscillators accept the same correction from HRO-4, an anticipated successor that has not been built, ordered or assigned an asset number.
“Then the synchronisation was achieved without capital expenditure.”
Mitigating Causal Jitter in Mixed-Reality Industrial Networks
The eleven-second condition returns as bounded event-order variance: an industrial networking problem with an architecture, an acceptance threshold and no requirement to discuss time travel.
“An acknowledgement is not invalid merely because the initiating event remains pending.”
A practical note argues that timestamps establish when, but not phase, direction or cycle identity. The HRO-12 is presented as the authority equipment cannot renegotiate.
“UTC knows when the event occurred. It does not know what the machine meant by returning.”

02 / First appearance
The instrument agreed before it was asked.
The earliest recovered paper does not describe a clock following Vega. Its more difficult claim is grammatical: Vega occupies the position of something appointed, governing or authoritative.
Reference would be technically ordinary. The sentence does not appear to mean anything ordinary.
TRANSLATOR’S QUALIFICATION / RETAINED
03 / Unexpected participation
By 1977, the future had joined the meeting.
HRO-2 and HRO-3 completed their normal mutual synchronisation. Three minutes later, both accepted an identical correction attributed to HRO-4. Asset Control confirmed that HRO-4 did not exist.
REFERENCE RESEARCHBoth machines accepted the same correction from a unit that is not here.
ASSET CONTROLThere is no Unit 4.
CHAIRThen the synchronisation was achieved without capital expenditure.

04 / Terminology continuity
Nothing was concealed. Its name became employable.
Each description remains defensible. Each also moves the original observation farther from the person expected to decide whether it should be happening.
1961
The apparatus behaves as though Vega has already been appointed.
UNEXPLAINED OBSERVATION1967
Pre-command correlation occurs at a stable eleven-second interval.
RESEARCH CONDITION2004
Negative latency has potential pre-causal utility.
The anomaly did not disappear. It acquired a service-level objective.
05 / Current publications
Now available in customer-safe language.
The two modern papers complete the institutional journey. A pre-command event becomes event-order variance. A star appointed as authority becomes a practical answer to encoder rollover.
WHITEPAPER / 2024
Industrial systems do not always agree about which event happened first.
