Asset Transfer Inventory
Twelve cases, thirty-one records cartons and six loose instruments arrived at North Receiving before any transfer agreement existed.
The assets require an owner whether or not the owner requires the assets.
CV-RMP-1992-X12 / Acquisition room
On 21 December 1992, Core Vega accepted the instruments, records and unfinished obligations of Department 7. The holdings had already been in the building for six hours.
OFFICIAL POSITION
Core Vega assumed certain calibration obligations and associated technical holdings.RECOVERED POSITION
The holdings arrived first. The agreement followed.01 / Day of transfer
Nothing in the transfer could be authenticated quickly enough to accept it. Nothing could be rejected without deciding who would pay to keep rejecting it.
Twelve sealed cases arrive at North Receiving. No purchase order or sender is available.
Legal opens due diligence after Records asks which retention schedule applies.
The transferor cannot be identified. No owner can be found to receive the materials back.
The board accepts custody so storage, security and preservation can have a cost centre.
The transfer instrument is signed. An enclosed annex bears a receipt stamp dated three days earlier.
02 / Principal records
The records do not agree on who transferred the holdings, when they arrived, or what the programme was called. They agree that Core Vega became responsible.
Twelve cases, thirty-one records cartons and six loose instruments arrived at North Receiving before any transfer agreement existed.
The assets require an owner whether or not the owner requires the assets.
Counsel could establish custody, but not the identity of the transferor, its authority, good title or the order in which receipt occurred.
Custody may be accepted. Provenance cannot presently be warranted.
Reference, authority and destination were retained as separate English terms even where the source documents did not reliably separate them.
Ambiguity is retained centrally and resolved locally.
Every absent page belonged to Annex G: programme purpose. Eleven received records cite them, including one that names Core Vega.

03 / The legal solution
Compliance separated possession from title, and title from provenance. The committee then accepted the only element no one disputed: the cases were physically present and would remain so on Monday.
“Ownership defect cannot be established without an owner capable of asserting it.”
E. PRICE / PERSONNEL AND LEGAL / QUALIFICATION RETAINED
04 / Selected holdings
The equipment did not prove common origin. It merely used the same dimensions, signal intervals and attachment points as apparatus Core Vega considered proprietary.
